會議由安全部(bu)部(bu)長元志強、副部(bu)長武輝對(dui)公司(si)7月份以來安全生(sheng)(sheng)產(chan)工作(zuo)(zuo)(zuo)總結和安全設(she)(she)施(shi)(shi)竣(jun)工驗收(shou)準備(bei)(bei)(bei)工作(zuo)(zuo)(zuo)分(fen)別作(zuo)(zuo)(zuo)了匯報(bao);公司(si)分(fen)管領(ling)導(dao)楊愛(ai)軍、王世勇(yong)、郭興亮、任志鵬、任永健及設(she)(she)備(bei)(bei)(bei)運(yun)行(xing)(xing)主管經理亢(kang)喜柱分(fen)別對(dui)公司(si)7月份以來生(sheng)(sheng)產(chan)工藝運(yun)行(xing)(xing)、設(she)(she)備(bei)(bei)(bei)設(she)(she)施(shi)(shi)運(yun)行(xing)(xing)、工程項(xiang)目建設(she)(she)、供用(yong)電系(xi)統以及備(bei)(bei)(bei)煤、質檢、配煤系(xi)統的(de)安全運(yun)行(xing)(xing)狀況(kuang)作(zuo)(zuo)(zuo)了工作(zuo)(zuo)(zuo)匯報(bao)。七月份以來公司(si)安全生(sheng)(sheng)產(chan)實現安穩(wen)、高效運(yun)行(xing)(xing),無一列重大(da)傷亡和重大(da)設(she)(she)備(bei)(bei)(bei)事(shi)故。隱患(huan)排查816項(xiang),已(yi)整(zheng)改(gai)811項(xiang),整(zheng)改(gai)率99%;“三違”行(xing)(xing)為查處(chu)155例,考核(he)11120元;安全設(she)(she)施(shi)(shi)竣(jun)工驗收(shou)準備(bei)(bei)(bei)工作(zuo)(zuo)(zuo)截至目前,已(yi)完(wan)成(cheng)89項(xiang)問(wen)題整(zheng)改(gai),驗收(shou)報(bao)告初稿(gao)已(yi)完(wan)成(cheng)。8月7日評價機構專家又提(ti)出52項(xiang)問(wen)題,預計(ji)8月底全部(bu)整(zheng)改(gai)到位(wei)并上報(bao)。 副(fu)總經理劉銘亮重(zhong)點(dian)(dian)通(tong)報(bao)了(le)公(gong)司“三違”查處(chu)情況,指出(chu)現場(chang)違章操作(zuo)、違反勞動紀律(lv)的行為(wei)仍是(shi)目前現場(chang)管(guan)(guan)(guan)理中存在的突出(chu)問題,針(zhen)對近(jin)期安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產工(gong)(gong)(gong)作(zuo)中存在的問題,提(ti)(ti)出(chu)七(qi)點(dian)(dian)要求:一(yi)是(shi)明晰(xi)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)職責,強化(hua)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)責任(ren),落實(shi)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)責任(ren)清單,簽字確認后下(xia)發。二是(shi)進(jin)一(yi)步優化(hua)和完善安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理體(ti)系。8月份重(zhong)點(dian)(dian)推(tui)進(jin)隱(yin)患排查、特種(zhong)作(zuo)業(ye)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理體(ti)系建(jian)設。同時,將施(shi)(shi)工(gong)(gong)(gong)隊伍管(guan)(guan)(guan)理納入公(gong)司安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理體(ti)系中,要充(chong)分發揮(hui)連帶責任(ren)制度(du)在安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產管(guan)(guan)(guan)理工(gong)(gong)(gong)作(zuo)中的作(zuo)用。三是(shi)加強檢維修作(zuo)業(ye)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理,強化(hua)作(zuo)業(ye)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)培訓(xun)(xun),提(ti)(ti)高安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)檢修水平(ping),加大安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)考核力度(du),堅決遏制風(feng)險識別不(bu)全(quan)(quan)(quan)(quan)(quan)(quan)面、安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)交底形式化(hua)、安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)措施(shi)(shi)不(bu)當、現場(chang)監管(guan)(guan)(guan)不(bu)力甚至缺失等現象。四(si)是(shi)增強干部責任(ren)心,強化(hua)主動擔當意識,把安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理工(gong)(gong)(gong)作(zuo)做實(shi)做嚴(yan)做細。五是(shi)提(ti)(ti)高工(gong)(gong)(gong)作(zuo)計劃性,確保工(gong)(gong)(gong)作(zuo)安(an)(an)(an)(an)排合理、工(gong)(gong)(gong)作(zuo)流(liu)程規范。六(liu)是(shi)加強安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)制度(du)培訓(xun)(xun)學習(xi),提(ti)(ti)高制度(du)執行力。七(qi)、加強廠(chang)區安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)監管(guan)(guan)(guan),重(zhong)點(dian)(dian)加強對焦場(chang)焦炭運(yun)(yun)輸車(che)輛、危險化(hua)學品運(yun)(yun)輸車(che)輛、施(shi)(shi)工(gong)(gong)(gong)隊施(shi)(shi)工(gong)(gong)(gong)車(che)輛的安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理。 常務副總(zong)張(zhang)軍針對公(gong)司(si)下一(yi)(yi)步(bu)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)重點(dian)強(qiang)調三個方面:一(yi)(yi)要(yao)牢固樹立安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)是企(qi)業、家庭、個人(ren)生(sheng)(sheng)(sheng)命的(de)理(li)念(nian)。時刻把安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)放在一(yi)(yi)切工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)首位,常抓(zhua)(zhua)不懈,做好(hao)(hao)員工(gong)(gong)(gong)(gong)(gong)日常安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育培(pei)訓,增強(qiang)自我防范意識,保(bao)障員工(gong)(gong)(gong)(gong)(gong)身心健康(kang)和(he)生(sheng)(sheng)(sheng)命安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan),營造和(he)諧穩定的(de)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)環(huan)境。二要(yao)強(qiang)化安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)責任意識,實行(xing)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)閉(bi)環(huan)管(guan)(guan)理(li)。安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)要(yao)做到有(you)計劃安(an)(an)(an)(an)(an)排、有(you)檢(jian)(jian)查落實、有(you)問題整改(gai)、有(you)檢(jian)(jian)查驗收(shou)(shou)、有(you)總(zong)結(jie)提升,防止出現管(guan)(guan)理(li)“兩張(zhang)皮(pi)”現象。三要(yao)樹立危機意識。正確(que)認清安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)形(xing)勢(shi),分析研究(jiu)各類(lei)事故案例,深入(ru)生(sheng)(sheng)(sheng)產(chan)(chan)一(yi)(yi)線(xian),發現問題,查找(zhao)隱患根源,切勿“頭痛(tong)醫(yi)頭,腳痛(tong)醫(yi)腳”,要(yao)從根本上(shang)消除隱患,從根本上(shang)解決問題。他還要(yao)求各單(dan)位抓(zhua)(zhua)好(hao)(hao)三個關鍵節點(dian):抓(zhua)(zhua)好(hao)(hao)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)重點(dian)。要(yao)加強(qiang)二期、濃水零排放、上(shang)升管(guan)(guan)余熱回(hui)收(shou)(shou)等項目(mu)的(de)施(shi)工(gong)(gong)(gong)(gong)(gong)現場(chang)監(jian)管(guan)(guan),明確(que)項目(mu)責任人(ren)和(he)現場(chang)負責人(ren),安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)推進施(shi)工(gong)(gong)(gong)(gong)(gong)進度,保(bao)證施(shi)工(gong)(gong)(gong)(gong)(gong)質(zhi)量和(he)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan);抓(zhua)(zhua)好(hao)(hao)薄弱點(dian)。要(yao)開(kai)展各類(lei)事故專(zhuan)項檢(jian)(jian)查,對焦(jiao)爐煙氣管(guan)(guan)線(xian)、水封槽液(ye)下管(guan)(guan)道、粗(cu)苯工(gong)(gong)(gong)(gong)(gong)藝(yi)管(guan)(guan)線(xian)、焦(jiao)油(you)、液(ye)堿、H2SO4等工(gong)(gong)(gong)(gong)(gong)藝(yi)管(guan)(guan)線(xian)、運輸皮(pi)帶、焦(jiao)爐四大(da)車、蒸汽保(bao)溫伴熱的(de)工(gong)(gong)(gong)(gong)(gong)藝(yi)管(guan)(guan)線(xian)進行(xing)全(quan)(quan)(quan)(quan)面排查整改(gai);抓(zhua)(zhua)好(hao)(hao)細節。要(yao)從工(gong)(gong)(gong)(gong)(gong)藝(yi)參數波動、工(gong)(gong)(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)(gong)(gong)材料、機械和(he)設備(bei)的(de)固定螺栓等細節查找(zhao)隱患,杜絕各類(lei)事故發生(sheng)(sheng)(sheng)。 公(gong)司(si)董事長艾(ai)軍結(jie)合(he)國內(nei)近(jin)期(qi)發(fa)生(sheng)的(de)各(ge)類安(an)全(quan)(quan)(quan)(quan)(quan)(quan)事故,客(ke)觀分析了(le)當前安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)形勢,要(yao)(yao)(yao)求大(da)家(jia)深刻汲取(qu)事故教(jiao)訓,做(zuo)到警鐘(zhong)長鳴,防患(huan)于未(wei)然。他(ta)針對公(gong)司(si)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)實(shi)際提出五點(dian)要(yao)(yao)(yao)求:一(yi)要(yao)(yao)(yao)強(qiang)(qiang)化落(luo)實(shi)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)責(ze)(ze)任(ren)制。認(ren)真學習(xi)新(xin)(xin)(xin)《安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)法》,強(qiang)(qiang)化全(quan)(quan)(quan)(quan)(quan)(quan)員安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)責(ze)(ze)任(ren)制的(de)落(luo)實(shi);要(yao)(yao)(yao)敬(jing)(jing)畏規(gui)章、敬(jing)(jing)畏制度、敬(jing)(jing)畏生(sheng)命,自覺遵守安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)法,當好第(di)一(yi)責(ze)(ze)任(ren)人。二要(yao)(yao)(yao)加強(qiang)(qiang)日常安(an)全(quan)(quan)(quan)(quan)(quan)(quan)管理。重(zhong)(zhong)(zhong)點(dian)從檢維修動(dong)火作(zuo)業、風險識(shi)別、安(an)全(quan)(quan)(quan)(quan)(quan)(quan)技(ji)術交底(di),“三違”行(xing)(xing)為,應急處置等方面(mian)抓(zhua)重(zhong)(zhong)(zhong)點(dian)部位(wei)、抓(zhua)薄弱環(huan)節,不留盲區(qu)、不留死角(jiao),做(zuo)好隱(yin)患(huan)排查(cha),同(tong)時結(jie)合(he)公(gong)司(si)周三組織(zhi)的(de)隱(yin)患(huan)大(da)排查(cha)活動(dong)、領導值班中發(fa)現的(de)問題(ti),開展整改“回頭(tou)看”專項行(xing)(xing)動(dong);通過班組考(kao)核、崗位(wei)能手評(ping)選活動(dong)、“提升全(quan)(quan)(quan)(quan)(quan)(quan)員素(su)質,養(yang)成良好習(xi)慣”主題(ti)活動(dong),促(cu)進員工(gong)養(yang)成良好行(xing)(xing)為習(xi)慣。在安(an)全(quan)(quan)(quan)(quan)(quan)(quan)管理上(shang),要(yao)(yao)(yao)支(zhi)持和鼓(gu)勵安(an)全(quan)(quan)(quan)(quan)(quan)(quan)“揭短”,及時幫(bang)助當事人預(yu)防各(ge)類安(an)全(quan)(quan)(quan)(quan)(quan)(quan)事故,增強(qiang)(qiang)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)意識(shi)。三要(yao)(yao)(yao)清晰物料性質,做(zuo)到安(an)全(quan)(quan)(quan)(quan)(quan)(quan)使用,科學保(bao)管,確保(bao)安(an)穩運行(xing)(xing)、規(gui)范操作(zuo)、科學處置。四(si)要(yao)(yao)(yao)學習(xi)新(xin)(xin)(xin)技(ji)術、新(xin)(xin)(xin)工(gong)藝、新(xin)(xin)(xin)產(chan)品的(de)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)應用知識(shi),增強(qiang)(qiang)預(yu)判、防范能力。五要(yao)(yao)(yao)實(shi)行(xing)(xing)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)風險分級(ji)管理。明確重(zhong)(zhong)(zhong)大(da)危險源管理職責(ze)(ze),強(qiang)(qiang)化重(zhong)(zhong)(zhong)大(da)危險源管控,抓(zhua)好人、機(ji)、物、環(huan)的(de)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)管理,織(zhi)密織(zhi)牢(lao)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)網。 會議要(yao)求,全員一(yi)(yi)定要(yao)樹立“隱患(huan)就是事(shi)(shi)故(gu),隱患(huan)不除永無寧日(ri)”的安全理(li)念,時(shi)時(shi)、事(shi)(shi)事(shi)(shi)、處處抓好安全預防工作,把一(yi)(yi)切事(shi)(shi)故(gu)隱患(huan)消滅于萌芽狀態,確保(bao)公司安穩、高效、健康發展。
